BG Blue Level:

Adjusts the overall Level(gain) of the backgrounds blue channel.

The Foreground and Background Level controls provide a means of acheiving a proper color balance in the bright areas of the image.  A proper color balance between the foreground and background image produces a  more realistic composite.
